Maharashtra has since become the first Indian state to formally partner with Starlink, signing a letter of intent aimed specifically at connecting government offices and rural areas within the state, a concrete, if still limited, signal that at least some parts of India’s government apparatus are moving toward operational collaboration with the company even as national-level commercial clearance remains pending.

The infrastructure data underlying this entire debate deserves its own honest examination, because it complicates any simple narrative of India having done too little to address rural connectivity. BharatNet, India’s own flagship rural broadband initiative, has laid more than 850,000 route kilometres of fibre optic cable nationwide, and made approximately 221,000 Gram Panchayats (village-level administrative units) service-ready as part of that rollout. Yet the same data shows only 80,472 of those service-ready Gram Panchayats actually had operational points of presence as of June 2026, a gap that reveals something important: physical fibre infrastructure reaching a village does not automatically translate into working, accessible internet service for the people who live there.
