National AI Skilling Initiative Records 60,253 Enrolments In Phase I As India Finalises Curriculum For Phase II Rollout

India’s attempt to build a genuinely large scale, government backed pipeline of AI literate citizens has crossed an early but meaningful milestone. The National Artificial Intelligence Skilling Initiative, launched in March 2026 by Union Minister Ashwini Vaishnaw, has recorded 60,253 applications and enrolments under its first phase, according to figures shared by the Ministry of Information and Broadcasting in a written reply to the Lok Sabha this week. It is the kind of number that, on its own, might seem modest set against the scale of India’s workforce, but placed in context, it represents the early foundation of what the government hopes will become one of the country’s most consequential digital skilling efforts.
The programme, run through the Indian Institute of Creative Technologies, or IICT, in partnership with Google and YouTube, was designed with a specific structure in mind, four modules spread across a total of 33 hours, delivered through two separate learning platforms. The first platform focuses on foundational AI literacy, while the second, more advanced track covers an introduction to generative AI, helping participants understand the fundamentals of large language models and responsible AI practices, before progressing into workflow automation and strategic use within organisations. It is a deliberately layered design, moving participants from basic conceptual understanding toward practical, workplace relevant application, rather than treating AI literacy as a one size fits all crash course.
“A stratified skilling approach is genuinely novel at this operational scale,” skill development experts observed following the Lok Sabha reply. “By moving from literacy to applied generative AI workflows, the curriculum is uniquely suited for this role, transforming early participants into a valuable infrastructure asset capable of unlocking massive productivity pools while maintaining disciplined risk exposure across organisations over time.”
The completion figures, while still early, offer a useful signal of engagement depth. Of the more than 60,000 who signed up, 4,620 participants have completed two of the four modules, while a smaller but notable group of 552 have finished the entire Phase I curriculum. Completion rates for open online learning are notoriously difficult to sustain globally, so these numbers represent a meaningful cohort moving from registration to verified skill acquisition. According to the Ministry, the government’s role has been to provide strategic direction and facilitate implementation through IICT, with the objective of enhancing AI literacy and equipping students with industry relevant digital skills.
What makes this initiative worth situating in a broader frame is that it is not operating alone. India currently runs a genuinely dense patchwork of AI skilling programmes simultaneously. FutureSkills PRIME, a separate platform, has recorded over 16 lakh enrolments. The SkillSaksham programme, a partnership with Microsoft, is targeting 200 ITIs with 8,500 candidates already completing training involving 1,200 hours of AI instruction. The Skilling for AI Readiness initiative, known as SOAR and backed by partners including Microsoft India, HCLTech and NASSCOM, has drawn more than 211,000 registrations. Layered above sits PM SETU, a 60,000 crore rupee scheme aimed at modernising 1,000 Industrial Training Institutes nationwide.
“In the digital economy, human compute is revenue, and matching talent to projected demand is critical,” industry analysts noted when evaluating the talent pipeline data. “India’s distributed strategy, spreading efforts across multiple parallel tracks and public private partnerships, ensures the emerging workforce is broadly adopted and its intelligence flexible across new sectors, continuously improving national economic economics over time.”
The National AI Skilling Initiative itself carries a particular focus that distinguishes it from these parallel efforts, an emphasis on India’s creative economy. Alongside its general track, the programme includes 15,000 scholarships aimed specifically at talent working in animation, visual effects, gaming, comics, and digital storytelling, sectors collectively referred to as the AVGC banner. Participants who complete this creative sector track receive a joint certificate co-issued by Google, YouTube, the Ministry of Information and Broadcasting and IICT, a credentialing structure designed to carry weight with employers precisely because it is co-signed by both a global technology partner and a government body, giving the launch both a vocational and a professional integration dimension simultaneously.
Officials have been candid that Phase II is still being shaped, with details including curriculum and course duration currently under finalisation and no firm public timeline attached to its launch. This lack of specificity means the programme’s next chapter, turning early literacy into employable skill, remains something of an open question for now. India currently has an AI talent pool of 600,000 to 650,000 professionals, while demand is expected to require more than 1.25 million AI professionals by 2027, growing at a compound annual rate of 15 percent, a shortfall that explains why the government appears to be running multiple parallel tracks to carry the entire burden.
An overall unbiased analysis reveals that this initiative represents a strategic bet on foundational creative skilling rather than unconstrained numbers. While 60,000 enrolments is genuine traction for a government run digital learning programme, historians will compare it against the immense talent gap. For developers and enterprises, the practical takeaway is less about early metrics and more about trajectory, choosing to leverage a skilling infrastructure that integrates with private technology partners while preparing a workforce with flexible and transferable digital capabilities.
